Vague Hate Speech Ban

This provision prohibits "hate speech" defined so broadly (37) that it captures factual statements, satire, and speech that merely "promotes negative feelings" toward protected groups. The definition eliminates intent requirements and includes entertainment content, going far beyond international standards requiring incitement to imminent violence. Speakers cannot reliably determine what is prohibited, creating a severe chilling effect on legitimate political debate, religious discourse, social commentary, and artistic expression.
