About APDI

We use AI to analyze Ghana's proposed digital rights legislation, making complex legal language accessible to citizens, technologists, and policymakers.

Our Mission

Ghana is undertaking a comprehensive reform of its digital rights framework through 14+ legislative bills. These bills will fundamentally shape the country's digital future, affecting everything from freedom of speech to data privacy, business innovation to cybersecurity.

However, these bills are written in complex legal language that makes them difficult for most citizens to understand. APDI bridges this gap by providing AI-powered analysis that explains what these bills really mean and how they might affect you.

How Our AI Analysis Works

1

PDF Processing

We use Docling (IBM's open-source PDF processing tool) to extract text and structure from official bill PDFs, preserving sections, headings, and legal provisions.

2

Multi-Model AI Analysis

We use a combination of leading AI models, each optimized for different tasks:

Google Gemini 2.0 Flash

Fast categorization and plain language summarization of provisions

Anthropic Claude Haiku 4.5

Quick impact assessment across all provisions

Anthropic Claude Sonnet 4.5

Deep analysis for executive summaries, impact analyses, and identifying key concerns

This multi-model approach balances speed, cost, and analytical depth to provide comprehensive analysis.

3

Multi-Perspective Analysis

Each bill is analyzed across four critical dimensions:

  • Digital Innovation - How it affects tech startups, developers, and innovation
  • Freedom of Speech - Implications for online expression and media
  • Privacy & Data Rights - Impact on personal data protection
  • Business Environment - Effects on companies and economic activity
4

Quality Control & Presentation

The analysis is structured, cross-referenced, and presented in an accessible format with:

  • Executive summaries for quick understanding
  • Severity-based color coding (red for severe concerns, orange for high, etc.)
  • Links between related provisions and impacts
  • Access to original bill PDFs for verification

Transparency & Limitations

AI-Generated Content

All analysis on this site is generated by AI models (Google Gemini 2.0 Flash and Anthropic Claude 4.5 series). While these are state-of-the-art AI systems trained on vast amounts of legal and policy text, they can make mistakes, miss nuances, or misinterpret provisions.
