This provision allows the Division or Court to order ISPs to block access to entire websites based on vague criteria like content "prejudicial to friendly relations" between Ghana and other countries. Unlike targeted content removal, access blocking prevents all Ghanaian users from accessing an entire online location—affecting innocent users and legitimate speech on the same platform. The ill-defined triggers ("prejudicial," "unjustifiably") give the President-appointed Division broad discretion to silence criticism of Ghana's international conduct, creating a severe chilling effect on speech about foreign policy, diplomatic relations, and international law compliance.
