License Revocation for Administrative Non-Compliance

Licensed media entities face license suspension or revocation for failing to comply with administrative Directions after three warnings (68), even while appealing those Directions. This creates an existential business threat—license revocation effectively terminates media operations—for what may be administrative disputes rather than substantive violations. The provision also imposes 1,000 penalty units plus 100 penalty units per day of continued non-compliance, creating accumulating financial exposure that could be ruinous for smaller outlets. This enforcement mechanism concentrates significant power in the Division (an executive body) to effectively shut down media businesses through administrative proceedings.
