Investigator-Judge Fusion Threatens Fair Speech Adjudication

The Complaints and Investigation Subdivision combines investigative and adjudicatory powers in a single body that can initiate investigations "on its own accord" and make "binding decisions" about speech violations. This violates the fundamental principle that investigators should not judge their own findings. Without separation between those who investigate alleged misinformation and those who decide guilt, speakers face a body that acts as prosecutor, investigator, and judge simultaneously—creating inherent bias and denying fair adjudication of speech restrictions.
