Directors Face Imprisonment for Administrative Delays

Directors of authentication service providers face criminal imprisonment up to 2 years plus escalating daily fines (5,000 penalty units per day) for failing to surrender a suspended or revoked license within 24 hours of notice. This creates disproportionate personal liability for what is essentially an administrative procedural requirement—surrendering a document. The tight deadline is operationally impractical and the criminal penalties are excessive compared to the administrative nature of the violation, deterring qualified individuals from serving as directors and increasing business risk beyond norms in democratic jurisdictions.
